Two years after the establishment of UGM, in 1951 UGM deployed students to teach at high schools outside Java. This was the initial form of Student Community Service programme. Unfortunalte, however, this had to terminate in 1962 due to financial crisis in the country. But in 1971, UGM law expert, Prof. Koesnadi Hardjasoemantri, SH, reinstated that the Student Community Service be made an obligatory activity for UGM students. Due to the historical considerations, UGM has the moral obligations to maintain the quality of such a programme. In 1998 – 1999 thematic Student Community Service emerged as a response to the Indonesian monetary crisis in the preceding year. UGM gave another respond to the globalisation pressures in the second Millenium on society that was economically weak, by changing the development paradigm into empowerment pa
radigm to make the programme more contextual. The re- contextualisation of Student Community Service would be able to generate real leaders, namely UGM graduates who have empathy and care to problems affecting the grassroots level and empower them so they can help themselves.
Based on the above, the name was changed into KKN PPM (Pembelajaran Pemberdayaan Masyarakat) or Student Community Service – Community Empowerment. UGM stipulates registration process, themes and implementation of KKN PPM, involving Faculty, Academic Directorate, Financial Directorate, Assets Management and Maintenance Directorate and Gadjah Mada Medical Center.
